Starting June 1, 2025, Vietnam will officially retire paper health insurance cards as part of its sweeping digital transformation in public services. Health insurance participants will now access medical care using digital alternatives such as the VssID app, the VNeID application, or a chip-based Citizen ID card.
The shift, led by Vietnam Social Security (VSS), marks a significant milestone in the government’s ongoing efforts to streamline administrative processes and modernize the delivery of social protection programs. According to VSS, this transition will not affect policyholders’ rights or entitlements, as access to medical services will continue uninterrupted via electronic verification methods.
“The digital transition ensures greater convenience while protecting all current benefits,” a VSS spokesperson said, noting that electronic health insurance coverage aligns with broader efforts to reduce bureaucratic barriers and improve service quality.
This initiative is part of a broader strategy to digitize Vietnam’s social security framework. Recent upgrades include the digitalization of unemployment insurance services, such as benefit claims, vocational training assistance, and job reintegration support. These reforms aim to make social services more accessible and user-friendly across both regional and district levels.
Vietnam’s insurance sector has experienced robust growth over the last decade, driven by a burgeoning middle class, rising income levels, and increasing awareness of financial protection. Currently, over 93% of the population is covered under the national social health insurance scheme, and the government’s digital push is expected to support its goal of achieving universal healthcare.
At the same time, the modernization of health insurance systems opens doors for the private sector to expand offerings, delivering more flexible and personalized health insurance coverage to meet evolving consumer demands. As digital tools become standard, trustworthy insurance providers will play a key role in supporting Vietnam’s shift to a fully integrated, tech-enabled healthcare system.
